Oh jeez. I spent a long time trying to figure it out and literally stumbled on the solution 30 seconds after posting the question.

Select all your multi-quotes. Then click Reply with Quote on the last one to get quoted and everything gets inserted.

My multi quote was done on Tapatalk.

Huh. Who knew. Nothing turns blue but if I tap one thing to quote and then hit ?more? it gives me the option to multi quote and I can select.
