NYC has produced a nuclear attack PSA. Wall Street has a lot of intelligence gathering apparatus including SIGINT, HUMINT, OSINT etc. I would not discount it completely. I still believe a certain Middle Eastern state is hell bent on using a nuclear weapon in CONUS. It wouldn't surprise me if the target was a nuclear facility in Arizona, not NYC.
