The Howard Center analyzed data of lotteries across the country, including Colorado's, honing on where the tickets are predominately being sold.

"A thing we found in pretty much every state we'd looked in is that these stores tend to be concentrated in some way in communities that have lower median incomes, lower levels of education, and in many places, higher levels of African-American residents or Hispanic residents," Mussenden said.

I would agree that lotteries tend to attract regular players who are members of lower economic levels, but of course, the professional race baiters must have their say.

Nobody is forcing anybody to buy lottery tickets.

The lottery commission exists to sell tickets and generate revenue, they dont care who buys tickets and only concentrate ticket sales in "those areas" because consumers in "those areas" have expressed desire to buy tickets.

Maybe theres a correlation between being low income and being stupid? I know how the odds of the lottery work but I still bought 10 mega millions quick picks this week, given it went over $1Billion, so perhaps I’m just stupid too. That said, I don’t “play the lottery” with any regularity or with any negative budget repercussions.

Exactly- If you play the lottery as a form of personal recreation, no harm, no foul. My father would get a few scratch tickets every couple weeks for some Friday night entertainment. However, if your kids are forced to eat ramen for a week because you have to play the lottery, then there is a problem.
