My TABOR check arrived today. It came complete with a bullshit letter from Governor Jerkwad sounding like he's responsible for doing this:

Say, since legalization of MU, how much have CO taxes been reduced?

Say, how much does Polis desire higher office?

When Polis was questioned about the reaaon for the checks and wasn't it just an early TAVOR refund, Polis said it depends on what type of accounting method was used or something similar. The people that don't understand that answer, don'tc want the truth.

Are they really doing paper checks for everyone?

Seems like the direct deposit pathway would be used if you had it already established with your normal state tax return.

https://leg.colorado.gov/sites/default/files/documents/2022A/bills/fn/2022a_sb233_f1.pdf

Yes. Paper for everyone.

$750 free! ... just pay $2,744,822 in postage and handling!

The included letter sounds like a campaign mailer, as Doc45 points out. The Colorado Republican Party agrees. They filed a complaint with the Secretary of State.

https://www.coloradopolitics.com/colorado-in-dc/colorado-gop-files-complaint-against-polis-over-governors-letter-touting-tabor-refund/article_3c83c97e-1440-11ed-b791-2b6256e1d6d4.html

"Calling the move a "political stunt," state GOP chair Kristi Burton Brown said in a statement that the governor's message describing the checks - $750 for individual taxpayers and $1,500 for joint filers -"is indistinguishable from a campaign mailer" from Polis, who is running for reelection this year."

"Typically, when the state takes in more money than allowed under TABOR...it's refunded to taxpayers using several methods...This year, however, bipartisan legislation signed by Polis established an additional, one-time mechanism - dubbed the Colorado CashBack by lawmakers - to deliver a portion of the surplus nearly a year ahead of schedule in the checks going out this month... critics contend it's a blatant attempt to curry favor with voters, who start returning mail ballots in mid-October."

""Jared Polis is blatantly using taxpayer dollars to help himself get re-elected," Burton Brown said in a statement..."

https://www.kktv.com/2022/08/03/watch-live-update-tabor-checks-going-out-colorado-taxpayers/

The only reason I can find stated is to "combat fraud attempts", because a check is less susceptible to fraud than direct deposit...

https://www.cpr.org/2022/07/27/tabor-checks-what-to-know/

Even Colorado Public Radio is dubious.

"So taxpayers will be getting these checks this summer, when there's an election just around the corner in the fall. That seems convenient.

Sure is. Governor Polis, who spearheaded the idea at the legislature, has branded it as the Colorado Cashback.

Democrats have taken some criticism from conservatives who say this is just a way to make them look good ahead of the midterms..."

If by out of balance, you mean zero, you are correct. Many members of the Colorado House tried to get TABOR repealed. Governor Polis has tried as well.

The "special bill" that produced this year's checks will decrease next year's surplus by $30- $40 million.

Polis is running for re-election this year.

Depending on which way the political winds blow, he will be running for President in '28 or '32. This looks great on his resume to people that are not aware of TABOR.

Mine went to partially pay last year's tax bill. The joy of being self employed.

I think payroll tax withholdings should be eliminated. Everyone would have to pay quarterly, semi-annually or annually.

This would go a long way to curtailing government spending, as people actually see how much of their earned income is being requisitioned.

There would be a huge uproar and likely much more scrutiny over where one's money is going.

Oh, and what is this TABOR thing I heard my coworkers talking about around the water cooler? I was so elated about the free government money and the generosity of our government that I wasn?t paying attention.

A bit further in the article it mentions this was in Trinidad.
Lady was complaining that the state shouldn't give out cheques that can't be cashed by people without bank accounts.
This morning our Governor Palpatine was saying that the state coffers are loaded with funds, so I wonder why some places won't cash these cheques?

Or maybe people without a bank account shouldn't be getting a TABOR rebate since they very likely paid little to no taxes and already got a "subsidized" Tax Refund Check via all the credits/programs/etc. they claimed if when they filed their taxes. And how did they cash that?

Or maybe we're not giving enough credit. Tin foil time.

What if they are doing a weighted distribution of checks, based on party affiliation/voter registration/voting history/social presence? You know they have the data...

They know they aren't going to change conservative minds with this, but they solidify their base and even bring in stragglers with "free money". Too many people dont get it (the manipulation, not the money).

They have to keep the checks flowing (at least perceptionally) across the whole spectrum to keep the sheep pacified.

Alright. That's a bit much tin foil for tonight but now it's out there.

So, it appears people who live in Wyoming but are employed in Colorado and pay Colorado state income taxes won?t be getting the checks because they are not residents of Colorado?

So, basically, only people who are eligible to vote in the upcoming election are being given ?free? money from the generous governor?

That doesn?t seem sketchy at all.

the letter in the first post clearly says "resident." Whether one agrees with the payout or not, why would Colorado give $$ to non-residents?

Does TABOR say refunds to residents or tax payers? I believe it says residents.

Could just substitute the word resident for voter I suppose.

Not that I believe everything in life should be fair but but why shouldn?t everyone who paid state taxes get their cut of the refund?

https://tax.colorado.gov/cash-back

"To receive Colorado Cash Back, an individual must meet the following criteria:

Be at least 18 years of age on or before December 31, 2021;
Be a Colorado resident for the entire 2021 income tax year;
And file a state income tax return for the 2021 income tax year or apply for a Property Tax/Rent/Heat Credit (PTC) Rebate.
Anyone moving to Colorado in 2022 is not eligible for this refund mechanism."

Non resident don't get paid for several reasons but the biggest would be accounting. If everyone that paid income tax in Colorado gets a check and the current $2 million in expenditures to write and send would end up costing more than the surplus amount.

Kevin Durant plays for the Nets. They play in Denver once per year. He makes around $500k per game. Does he get a check? The guitar player in a band that does a week in Telluride? Hillary Clinton for one speech in Aspen?

There has to be limits.

The people that I was referring to are non-residents who work full time 40+ hour jobs day in and day out throughout the year. They pay thousands of dollars in state taxes to Colorado every year but when there is a surplus then they just get a big middle finger from the state.

According to the Colorado Department of Revenue the early TABOR refund (the "Colorado Cash Back") is for resident voters only, while TABOR itself simplify specifies taxpayers.

Call Taxpayer Service at the Colorado Dept. of Revenue and ask if you get a credit on your tax return when you file for 2022.
Be very patient when calling
