I wouldn?t have a problem with this if it was the business deciding they wanted to do this, I would pay it if it was my favorite store but having the Government just create a new tax boils my blood. Curious if we?d have this new law if it was on the ballot itself. Methinks no way in hell!
I got to experience this today and quickly figured out that the produce bags are exempt from the law so I grabbed a few dozen of those, you know some things need to be double bagged and the produce bags are a bit weak, and made my way home like that.
I usually use these bags again for random things, lunch bag, trash bags in bathrooms, picking up dog poop but I think I?ll save them and let them loose in Denver on a windy day next time I?m up there. Call me an ass but that?s my form of protest.
Oh and by the way, this whole thing was to reduce plastic pollution, ok I get that but why are recyclable paper bags included?
Proof it’s a money grab by the blue state legislature.

Walmart has already removed all bags.Yep and it was a cluster today. You have no bags to place items in as you scan them. So every register was 100 times slower as we had to fiddle with our purchased reusable bags to load goods as we scanned them.
We bought 10 of their bags, but only scanned/purchased 5 of them in reality as the girlfriend was pissed and just scanned a few and filled them.
So, who doesn't reuse the plastic grocery bags for kitchen trash bags and other trash containers?
I think the vast majority of people do use them for that, but eliminating them forces people to purchase trash bags that contain more plastic and at a much higher cost. Isn't this universally understood, and isn't the ban on grocery bags just costly virtue signaling?
My wife usually uses her array of cloth bags depending where she shops, but someone has to acquire bags for kitchen trash. I've actually stashed hundreds of these over the years but I have the luxury of storage space. Prepping.

I just put the items back in the cart and deal with it at home if I don?t have anything else. I guess if you are walking then you have no choice. For me it?s just more work, I stocked up on the plastic bags before the end of the year to use for other uses.
Produce bags are exempt, or you can find someone stocking and ask for a box - Walmart reuses theirs but the grocery stores do not.

Does anyone remember a very long time ago? In Denver stores they were prohibiting reusable bags because of the Rona.
I decline bags if I dont need one, but i'm not a fan of this nonsense. On the other side of this, they just legislated a huge shrinkage of an industry. Imagine if they banned rubber bands, or plastic tape. Back to string, I guess?

Maybe we will see them using big ass clunky boxes instead of bags. Same with restaurant take out. Re use the big boxes their kitchen and restaurant supplies come in.
I should've taken a picture of the sign, but Target had a sign to the effect that it was a .10c plastic bag fee, or a ".5c discount" if you used your own.
So they are charging customers even when customers use their own "reusable" bags.

I remember in the 60's, my father would take a case of empty beer bottles to turn in when he bought a full case, no one complained. Except, apparently business' found it was not cost effective. And now what about all the plastic water bottles that everyone overpays for because everyone wants instant gratification. I continue to use the two water filters I have and use reusable (over and over) metal cups and bottles.

Back when your milk was in glass bottles it just wasn?t easy to predict any long term ramifications that flooding the world with plastics may or may not have.
Also, milk is gross anyways. I do buy my beer in glass bottles. You know, to save the turtles.

Traditional paper bag holds 10x the items than a plastic bag. Not to mention, the baggers put 2-3 items in plastic bags. It’s was annoying and absurd. Not going back to paper as an acceptable bag is just plain stupid.

I'd be willing to bet the percentage is extremely high. But, those numbers and studies would not push the agenda. CO has become such a Kalifornia want-to-be state. Polis is a parasite.

Look at the counter or the conveyor at the store. cantaloupe, broken eggs, other fruits, vegetables and meats that leak. then you drag your cloth bag over that, put it in your car that is now contaminated. Into your house, back into the car to ferment and repeat the process. I assume thats how it happens anyway, I dont go shopping and we dont use reusable bags.
However, we do use the "single use" plastic bags for everything... bathroom trash can, diapers, cleaning out vehicles, carrying stuff in, keeping extra clean clothes in when Im on the ambulance, and a ton of other uses. They are clearly not single use.

They have rolls and rolls of free bags in the produce section. The heavy ones work well for poop pickup.

When milk, buttermilk and cream came in bottles, they were returned for credit, washed and reused. Same with soft drinks. I remember touring the Pepsi and CocaCola plants in Denver to see that a big part of their business involved collecting and washing bottles. In the early 1950's, my dad had a job as a deliveryman for the City Park Farm Dairy in Denver. He drove one of those funky milk trucks to deliver to the wooden milk boxes on everyone's front porch. I rode with him on some deliveries. Those wooden crates of quart and half-gallon bottles full of milk got pretty heavy. I doubt there'd be many people willing to do that work anymore (other than immigrant Mexicans).
When wax coated cardboard cartons entered the market the milk delivery business fell quickly. Now people could more safely and easily carry milk from the grocery. I remember the wax coating could get kind of icky around the spout and drop wax into the milk. Later, plastic coating replaced the wax, and then all plastic containers gradually replaced the cardboard. Plastic cartons are lighter, stronger and cheaper than the cardboard so milk and juice could be sold in gallon containers. Packaging is the major cost of most products. For things like shampoo it can amount to 96 cents for packaging and four cents for the shampoo.
I get that plastic pollution is a major health problem for all forms of life and it needs to be dramatically reduced. One way to do that is to recycle all plastics that can be, and never allow plastics to remain and deteriorate outdoors. Plastic bags have gotten thinner and use more biodegradable ingredients like corn starch, but they're still mostly plastic. I'm open to using cloth carry bags. I do wish there was a better alternative for plastic storage and trash bags.

If there is a dumb-ass virtue signaling thing to do, CO is sure to do it. I absolutely hate this place. Fyi the idiots in Louisville voted a 25 cent “tax” on bags in 2019, it covers the state mandated 10 cent fee. Can I reuse the bags I got last week at KS or do I have to get the “reusable” bags the store sells?

Walmart and King Soopers have removed all bags but as of yesterday Walmart is still offering their fabric bags but my understanding is that once those are gone they will no longer offer bags. We do use the produce bags as well. Since we know this was happening, we went to a Walmart in Weld county and stocked up on several dozen plastic Walmart bags.

At Wal-Mart (at least the one on Arapahoe Rd) there are no bags at all at the self check out.
I asked at Walmart and learned they will no longer have bags for customer carry out. I guess that is one way to avoid the argument from customers having to pay for bags.
We shop a decent amount at Costco and Natural Grocers, and growing up in Ohio we shopped at ALDIS, none offer free bags, ALDIS would sell you a reusable IKEA style bag. Most times we?d just load up the cart, push it to the vehicle and load it directly in.
The one thing all 3 of these stores do right is to offer free boxes to use to load things in if you choose to, sometimes we do, a lot of times we don?t.
The free bags are handy for smaller trash cans but with the amount of holes in the formerly free bags from most stores they don?t work great for that, Murdochs and Target come to mind for exceptions to that rule, as their bags are sturdy.
For dog poop I grab a few extra from the trails in the area when I remember to, or I will use small ziplock bags, or grocery bags that don?t have holes in them.
Seems like a pretty dumb, yet typical government response to an invented problem.

Yeah this is dumb. A reusable bag is equivalent to 100 disposable bags. Odd of you forgetting to bring a bag are greater than 1 percent. So this will be a net increase in plastic use.
For dog stuff just order a giant pack of doggie bags on Amazon or equivalent. With Soopers bags full of holes I got tired of trying to find a solid bag or double bagging to avoid the brownouts.

Interesting that they claim this is about protecting the environment but they aren't targeting single-use plastic water bottles which, according to my research, use a bit more plastic than a bag and Americans use at least 1/4 of the amount of water bottles that they do plastic bags (but the plastic water bottles are thicker and require longer to break down - accounting for more landfill space).
They went after bags because they could and because they could get $$ from it easily (local governments get 50% of the fees charged for the bags).
Section 25-17-505(3)(d), C.R.S., requires that stores remit the carryout bag fee to the finance department or division or equivalent agency of the municipality within which the store is located. If the store is not located within a municipality, the carryout bag fee must be remitted to the finance department or division or equivalent agency of the county in which the store is located.
Also interesting how these are "fees" and not taxes as taxes would have had to have been voter approved. Until such time (if it ever happens) that CO can regain a (truly) Conservative majority in state legislature, we have no way to stop the obvious TABOR run-around this state uses to impose more taxation on its peasants, er...citizens.

We were forced into buying some of those cheesey reusable bags while we were checking out at Walmart. I marked them up with a sharpie so we could easily identify them as ours on the next trip. Originally I was going to write ?eat a bag of dicks? on them but then better judgment took over when I realized that my wife might go shop without me and probably didn?t want to deal with that. Ended up just drawing a big heart and putting both of our initials inside instead and deducted myself one man point for having a low testosterone moment.

Just found them on Amazon, search term something like "reusable bag second amendment."
We've had the bag fee here in Boulder for years. I just use the self checkout (who wants to gab with the purple haired cashier anyway) and hit the no bags button. Also, I think I've had maybe one or two of the plastic bags rip over the years, some of you guys need to learn how to pack if you are really having a problem with bags ripping.
As for availablity I was just at King Soopers today here in Boulder and plastic bags were plentiful. I used one of them to fit my groceries for the week.
Meant to add Louisville is giving bags away for free at the library and city hall.
I?m going to try and find some bags made from baby seal skin. Or maybe sea turtle hide.
I?m thinking of making some ghost bags. 3D print or use a jig? [emoji23]

Thank you for the chastisement. Your opinion is highly valued. I have no problem with people getting wealthy, but we are now paying (not to mention all the rhetoric about paying for bags) for their lack of foresight or the lack of knowledge on how to fix it.

I do have a work around for this issue.
Go to the produce section and calculate how many bags you will need for your total purchase and stuff them in the bag with your lettuce/potatoes/onions etc.
Do your shopping as normal and at the check out select “0” bags when prompted.
Pull out produce bags, bag groceries as normal.
Walk out.
Fuck you, you don’t charge for “produce” bags….

I thought about that. One of those would last forever. I have a few of those net bags that were given to me twenty plus years ago. They're made of cotton or hemp and much easier to carry around than the bags sold at the grocery stores. They've been super handy over the years. I've used one for small game and on fishing trips. Really fresh meat

Self checkout asks how many bags you would like to be charged for... but their bags tear open and really aren't that useful... then the State and the store split each dime 60/40. Feel free to voluntarily donate whatever you feel those bags are worth.

One of the more annoying things (among plenty of annoying things) is that when you take your own bags and put one on the counter so you can fill them . . . the checkout system thinks you didn't scan something and it hangs up. So then you get to wait for the highy qualified self-checkout helper to come clear the system for erroring due to your bags that you brought because they required them in the first place.
I actually bought a couple boxes of plastic bags at Sam's to use for dog poo disposal . . . then my dog had to be put down. I'm tempted to just start taking those and use my own plastic bags for maximum triggering.

Funny. I think something like this happened to me yesterday. Scanned some stuff and filled a bag. Set my second bag up where I could fill it and when I went to scan I had some weird error message. When the lady came over to clear it she mumbled something that I couldn?t quite understand other than something about bringing my own bags.

At two cents a bag, that really accentuates the ripoff of consumers by the state and the counties. Consider too, that the cost of supplying the bags was borne by grocers or other vendors but actually wrapped into the cost of goods so it was always paid for by the consumer. By collecting a fee they are actually (over)charging you a second time for a bag you've already paid for.
Let?s don?t forget, all of this charging for bags is only temporary.
Starting in 2024 they won?t be offering you paper or plastic bags at all and you?ll have to remember to bring your own bags with you.

The law's official findings all relate to plastic. There are no legislative findings about paper. Then why is the measure targeted at paper bags as well as plastic?
Retail food facilities in schools also are exempt. Why? Are bags in schools less polluting than bags in stores?
Hidden in a cross reference is the fact that the only schools exempt are public schools, potentially including public universities. Yet private schools usually are on a tighter budget than public schools. Are bags in public schools less polluting than bags in private schools?
Here are some more realistic options:
* Sponsor an initiative petition drive to give Coloradans a chance to vote on this law. (If you are interested in helping, let me know.)
* Take advantage of the fact that sometimes bad actors are incompetent as well as bad. The sponsors of HB 21-1162 left a loophole, and we should insist that retailers use it. You see, HB 21-1162 applies only to bags provided "at the point of sale"?that is, at the cash register. Insist that retailers stack take-home plastic and paper bags for customers near the deli or dairy section. Customers can pick them up, put them in their carts, and wheel them to checkout. Perfectly legal.
And much more.
When I get takeout from McDonalds, and they put it in a bag, am I paying extra now for the bag?
I liked somebodies idea above about carrying plastic bags, and whipping them out, when required.

Finally a use for all those nice Christmas bags under the sink !!! I have to laugh at paying .10 for bags that the handles rip off or the bottom splits open. No Thank You.

Just went to Kohl?s with the wife. Everything fit in one bag. It asked something about how many bags you used and she hit zero.
As we left with our items in one bag I was nervous we were going to be tackled to the ground and charged with theft for not paying for the bag but it didn?t happen.

Didn't see no bag fees on my grocery receipt from the AF Academy commissary... the usual surcharge, but nothing else added.
I asked a manager at Buckley commissary if they would be charging the fees. He said, "we are a federal commissary, we don't care what the state is doing. No we will not." Made me laugh.
Sam's Club sells a box of 1000 plastic bags (they call them t-shirt bags) for $19.98.
I'm buying a couple of boxes because we've got cats. And small trash cans in rooms, and a host of other reasons....

I'm going to have thousands of plastic bags for the same reason I went out and bought a ton of plastic straws when the 'ban' was being bandied about by California. Because I can.

My wife has been saving plastic bags for years. Since the grocery store is selling dime bags, I wonder if they they would get mad if I stood outside selling nickel bags.
I went to Kings without bags. Went through self checkout.
At the end it asked me how many bags.
I put "0" in. Walked out with my groceries and 2 new plastic bags.

They ask how many bags your would LIKE to purchase, very similar to would you LIKE to round-up your purchase for charity. They don't ask how many bags did you use.

I wish someone would challenge this law and its public safety status and the exemptions. If a plastic bag is a health and safety risk, then why are so many not? A bag is a bag. Its safety doesn't change if it's obtained at a grocery store or a public school.

I think the point of the bag law is because "forever" chemicals are getting into the environment. I wouldn't be surprised if it is affecting wildlife too. I know some military bases have the ground water contaminated by fire fighting chemicals.
Anyone on the forum know if the plastic bags are safely biodegradable? I see plastic bags on the prairie that break down from UV exposure and they become brittle and seem to disintegrate.
In this case they don't care. They are against bags.
