For those of us land owners that shoot on our property:

Scheduled for committee hearing tomorrow

It removes the private property exclusion from county's designation of unincorporated non shooting areas.

Another in the list of we hate all gun owners legislation going through the general assembly.

They failed to define "shooting range."

All you need to do is set up some target holders in front of a backstop and you're good.

It is defined and the range has to be licensed.

He are two of the exemptions. An indoor shooting gallery does not need to be licensed but an outdoor one does.

(b) I N AN INDOOR SHOOTING GALLERY LOCATED ENTIRELY WITHIN A PRIVATE RESIDENCE ; OR
(c) I N THE NORMAL OPERATION OR USE OF A QUALIFYING SPORT SHOOTING RANGE , AS DEFINED IN SECTION 25-12-109, THAT HOLDS ANY LICENSE OR PERMIT REQUIRED BY STATE , FEDERAL, OR LOCAL LAW

(d) “Qualifying sport shooting range” or “qualifying range” means any public or private establishment, whether operating for profit or not for profit, that operates an area for the discharge or other use of firearms or other equipment for silhouette, skeet, trap, black powder, target, self-defense, recreational or competitive shooting, or professional training.

BILL SUMMARY

Under existing law, a board of county commissioners (board) may designate unincorporated areas of a county where it is unlawful to discharge firearms, except the board may not prohibit discharge of firearms in shooting galleries, on private grounds, or in residences under circumstances that do not endanger persons or property. A designated area must have an average population density of 100 persons or more per square mile.

The bill repeals the exception for private property, repeals the minimum population density requirement, and instead requires that the designated area have 30 dwellings or more per square mile. A board is not allowed to prohibit discharge of a firearm in a designated area by a peace officer, in an indoor shooting gallery located in a private residence, or at a shooting range.

Per RMGO, the bill is dead- tabled by the committee until after the legislative session.

As someone who would have been directly impacted by this empowerment to our Regressive County Commissioners, I am pleased. We shoot quite a bit of .22 CCI Standards, Quiets, CBs and Colibris on our property, plus occasional larger stuff, and I would not be a happy camper to surrender that right. Our area is not the place for regular centerfire practice with standard calibers or loadings, and that's OK- we want to be good neighbors.

I am all for throwing the book at degenerates who shoot unsafely on public or private land, but this bill was targeted to appease local Karens who loathe the thought of legal firearms usage, or the ninnies who feel "unsafe" if they hear ANY gunfire in the distance.

Met a shooter at one of the Machine Gun Shoots at Cheyenne Wells years ago.
He lived on large acreage over the hill from one of the prisons down by Canon City.
He would shoot his full autos there.
One of the guards he met said they liked hearing the sound at the prison.
It got the attention of the prisoners.

Although I wasn't too worried about being directly impacted by the law, I can see in the future where I certainly COULD be if we end up with more development and neighbors that don't share our love for freedom to shoot whenever we want on OUR OWN property.
