Buy a Mac.
Even if you need Windows, buy a Mac and you can dual boot Windows and Leopard at the same time.
Either way, avoid Vista at all costs. Go with Windows 7.
Vista is horrendously terrible.

win 7 just make sure you get ultimate. ive never had a problem with pcs....i bought a mac when i started college and it had terrible performance in games, i ended up selling it.
7... stay away from Vista!
Win7 .. Which is basically what Vista should have been, even Microsoft will privately admit that. If you're buying a new system to host it, then make sure you're going with at least a Dual Core (Quad Cores are only a few buck more) chip (this is true even with Mac's) and run a 64-Bit version of the OS.
There are issues with both platforms, but with Win7, Microsoft has mitigated many of the functionality issues that many novice users had. Either platform choice will bring with it a learning curve. If you are a typical Windows user, the learning curve on the Mac will be higher and longer, but you'll find that as usual, Apple has a very logical and refined interface. While Win7 will have you asking why it took Microsoft so long to start doing what 7 does :) But you'll be able to find functions and features sooner.

yes... get a mac!
But, I do graphics work... PLUS... I'm getting a new quad-core 27" iMac delivered today... so I'm biased.

Get a PC w/ Windows 7. Spend the difference on ammo. Done.

Even though I'm a Mac guy I'm not going to tell you to get a Mac (even though its a good idea)
But that's not what the OP asked.
If the choice is between Vista and 7, go with 7.
If the choice is between painful dental work and Vista, go for the painful dental work.
The only reason to choose Vista is if you're buying a computer for someone you don't like.
Vista is a prettier version of Windows ME.
For those that say stick with XP, prior to 7 I'd agree, but 7 is pretty doggone stable (and if you have 64bit hardware it rocks).
Oh and there's always Ubuntu.

shouldn't be able to buy XP for the PC anymore... you are stuck with windows 7. Windows 7 is ok, many people liking it and having good results with it for a while now...
but get a mac if you really want to have stability...

I am way not qualified to give any computer advice, but all my geek friends explained it to me this way.
Windows programers hit a snag and write more code to get around it.
Mac programmers hit a snag and back up and rewrite the snag out of it.
This results in Mac being faster and smoother with less snags in programming to get locked up on. It also ends up with Mac's being more expensive.

I'm a web application developer, programmer, and graphic artist.
I've worked on both PCs and Macs, and currently work on a Mac provided by my company.
Mac's are great machines.
THAT SAID.
They are easily $200-400 over priced for what you can buy in a comparable PC.
Windows 7 is a great OS. Vista is awful.
Get her an entry level with Windows 7 on it and I'm sure she'll be more than happy.
I think you guys are talking to a bot again. Who signs up to a gun forum to ask about computer questions?

Personnaly, I've been too cheap to go out and get Windows 7 for myself, but...
As an IT guy I get asked LOTS of questions about peoples personal home computers. Additionally, plenty of folks tell me about how great their home systems are. In that vain, I've had about a dozen people tell me of their experiences with Windows 7. All but one person prefers Win7 over Vista. It has a lot of integrated features that used to be extras with XP and Vista. I hear that it loads faster and the code is cleaner causing it to take up less hard drive space.
Hope this helps.
