Put forth by Rep Regina English who constantly refers to herself as a doctor, even though she isnt. This bill will require you to pay an annual tax for every dog, cat, fish, Guinea pig, etc in your household. I thought it was a joke, but it isnt.

Hey CO: No more taxes (even if you call them "fees")! And, just like any guns I may or may not have - I will NOT now & not ever register my pets. GFY!

DENVER (KKTV) - A new bill was introduced in the Colorado state house that would require pet owners to pay an annual fee and register their pet with the state.
It was introduced at the end of January and is sponsored by El Paso County Representative Regina English.
The bill would require the registrations be made through the Department of Agriculture, with the purpose being to better connect pets with their owners and create a system of designated caregivers should the pet?s owner not be able to take care of their animal.
According to the bill summary (https://leg.colorado.gov/bills/hb24-1163), pet owners would pay an annual fee that would be set by the enterprise. It would not exceed $8.50 annually, per pet with a designated caregiver. If the pet is not spayed or neutered, the fee would be capped at $16 annually. And should the pet not have a designated caregiver, the fee would be capped at $25 annually.
The bill states that should it pass and someone were to fail to comply, it would result in a fine of up to $100 per unlawful act.
The House is scheduled to meet on February 22 to discuss matters of agriculture.

She's also lead sponsor of another bill to get increased per diem for state elected officials while they're in session. You know, need to stay at better hotels and eat at better restaurants since Dem policies have made those area close to the Capital total shit holes surrounded by drugs and crime. After all, our state "elites" shouldn't be expected to interact with the peasants.
She's also involved in another bill which brings "social equity" into the marijuana sales market.

I read the bill.
The purpose is to have a first responder contact the listed caregiver in cases of an emergency. If there is no caregiver listed ($25 to register that way), the "enterprise" will then pay a shelter until the owner is able to regain custody.
They set it up as an "enterprise" so it is not a pet tax, it is a fee.
There are some oddball things in there as well.
THE ENTERPRISE SHALL SIMULTANEOUSLY COLLECT THE FEE IT
IMPOSES PURSUANT TO SUBSECTION (3) OF THIS SECTION AND ANY PET
ANIMAL LICENSURE OR REGISTRATION FEE IMPOSED BY ANY OTHER
JURISDICTION. THE ENTERPRISE SHALL REMIT ITS FEE TO THE PET ANIMAL
REGISTRATION CASH FUND AND ANY OTHER FEE TO THE JURISDICTION
IMPOSING THE FEE.
That makes no sense other than expanding the state government.
The "enterprise" will be allowed to issue bonds. I have no idea why.
There is no mention of means of enforcement.
If you don't register, the commissioner can refuse to allow you to register, setting up and endless cycle of fines and lawsuits.
Complete garbage.
I like any tax… cough cough fee… that affects Dems. Then they learn how stupid their voting habits are by electing these nut jobs.
The way taxes … cough cough fees… are supposed to work in Dems pea brains is that only the “rich” (aka other people) should pay them.
This “fee” will all of them. I hope it passes.

I didn't know that it was going to get all the backlash. And, you know, people wishing death on me, and wishing I die with the bill is quite alarming... And that starts with just simply pulling this bill and reworking this piece of legislation, and hopefully bring something back that's more thoughtful and meaningful.

The dumbest thing about this is the justification in the bill was to care for pets during an emergency.

In Ireland their government recently ordered farmers to kill off their cattle to prevent "global warming"... which isn't going over very well. They overlooked the transing of their schools, got right miffed at migrants invading and committing crimes, but I reckon they might actually dig up those Armalites over this cow thing.
Makes as much sense as any other tax. Remember, if it is taxed or licensed you do not own it. You already own next to nothing, and mostly like it.
