Concerning permits to carry a concealed handgun, and, in connection therewith, establishing standards for concealed handgun training classes.
SESSION: 2024 Regular Session
SUBJECT: Crimes, Corrections, & Enforcement
BILL SUMMARY
Under existing law, an applicant for a permit to carry a concealed handgun (permit) must demonstrate competence with a handgun, which the applicant may do by completing a handgun training class (initial class) offered by a verified instructor. Beginning July 1, 2025, the bill requires concealed handgun training classes to be held in person and include instruction regarding:

Knowledge and safe handling of firearms and ammunition;
Safe storage of firearms and child safety;
Safe firearms shooting fundamentals;
Federal and state laws pertaining to the lawful purchase, ownership, transportation, use, and possession of firearms;
State law pertaining to the use of deadly force for self-defense; and
Techniques for avoiding a criminal attack and how to manage a violent confrontation, including conflict resolution and judgmental use of lethal force.
A student must achieve a passing score on a written concealed handgun competency exam and in a live-fire exercise to complete an initial class. An initial class must provide at least 8 hours of instruction, including the live-fire exercise and written exam.

The bill requires completion of an initial class or a concealed handgun refresher class (refresher class) for renewal of a permit, unless an exemption applies. A student in a refresher class must demonstrate safety and competence with a handgun. The refresher class must be held in person, be taught by a verified instructor, include instruction on changes to laws related to firearms, and require a passing score on a live-fire exercise and written exam. A refresher class must provide at least 2 hours of instruction, including the live-fire exercise and written exam.

The bill requires the Colorado bureau of investigation to verify class instructors.

The bill allows a person to demonstrate competence with a handgun by holding a current certification as a peace officer. The bill prohibits a person from being issued a permit if the person was convicted of certain misdemeanor offenses within 5 years before submitting a permit application.

The bill makes it a deceptive trade practice for a person to claim to be a verified instructor for a concealed handgun training class unless the person is verified as a firearms instructor by the Colorado bureau of investigation.

IIRC, unless you were an attorney or LE. You could not discuss the "Legalities" part of C.R.S. for use of deadly force.

Looks like every instructor better get a firearm knowledgeable attorney and ins.

The first time someone uses any of those suggestions, as taught in class. Their instructor is FUKED! Same for those who vote YES on this.

One way to CYA, is record your curriculum, then play it for the lecture part. This way it's consistent across all classes.

Or do what they hope you will. Stop teaching CCW classes.

Bad enough. Interesting to see what the test and shooting standards are? Just cut and paste the State Police standard or something?

Is there also a ‘sensitive places’ bill or section that is being considered also?

Our legislators are far more concerned about restricting moral, self-reliant, and responsible armed citizens than armed criminals.

Another, SB 24-003 would allow CBI to investigate guns crimes...you know, to 'help' local law enforcement that is understaffed. But really, it's to bypass the local sheriff's who won't prosecute these new or future gun laws.

seems to me we already have a standard for obtaining a concealed carry license. Seems to me all this does is add more hoops for the avg. citizen to jump through, and will in the end cost us more money too. Always about more money!!! For the children of course....

Curious, is this bill needed because legally carrying citizens are shooting up joints? Kids dyeing because we're not locking up our guns?

And as was already mentioned, how many criminals are going to take these classes?

These bills are NOT about deterring or stopping criminals - they exist for 2 reasons only.
(1) To make it more difficult, time consuming and costly for you to exercise your Constitutional right and thereby dissuade you from choosing to exercise said right.
(2) To the "costly" mentioned above, this increases the states coffers.

RMGO has sent a cease and desist tot eh legislature and Polis for 24-131 based on similar bill being found unconstitutional in other states.

Out of committee. Still in the pipeline. Heard some of the testimony yesterday live from people in favor, they had 5-6 people. The people were the usual suspects. Females. Certain Minority group. High school students. Working for Everytown.

It's funny. I can concealed carry most places, but Post Offices, known for people going postal, and schools, known for school shootings.

Interesting that liquor stores are listed, but bars arent.aren't. That's not even allowed in TX (with very few exceptions- I'm an exception at one place).

I thought that there were a lot of changes. When you add parking lots of these places, that means you can’t visit these places and just leave your gun in the car- and have to have it secured as per the other law.
