Recommendations?
360 view, good enough quality to read a license plate?
One that does not need a cell phone.

Looking into getting one.

I got one from Amazon on sale and it works well. Good quality!

I have had good luck with Garmin brand. I just bought a Garmin Dash Cam Mini 2 as it has the lowest profile, iPhone is necessary for it though.

I have a Cobra brand I bought last Christmas which seems nice but it's never actually been tested in a real life scenario. I don't know if they have one that fits your requirements.

Interface to review video and photos. Some have built in GPS that you can use from your phone. Updates to the camera happen through the app on your phone. Etc.

Yep. Like BMB, I went with the Gamin Mini-Dash 2 because it's so small and good reviews. But you need a phone to set up viewing angle and to review recordings.

I've had chinesium Veckle mini 0906 in both vehicles for many years (no battery) and they've survived the extreme heat parked outside year round. Granted, they are very dated but good enough if needed.

Looks like there is a whole new generation of cameras based on Sony's Starvis2 CMOS sensor.

What I don't understand, is that you watch the webcam videos, and you would think the license plates would be easily readable at 1440p, but they are not.

Even this new Starvis 2, they are not readable.

It's a little on the large side, but I was able to mount it right below the rear view mirror so it doesn't obscure her visibility.

Just make sure you buy the hardwire kit so you don't have to run a cable down to cig lighter.

I bought last years model of the Viofo, the A119 V3 2K 2560x1440P, and installed it in my little sedan. It does not link up to your phone. It was easy to set up and appears to work well. It does not come with an SD card. License plates are readable if the car is in front of you at a stop light, but you won't get much when the car is whipping past you at speed. It might not fit your current want-list because of that, but maybe one of their higher end models would.

I think the video quality is equivalent to the Cobra we use for the other car. The Cobra brand basically requires a phone for set up. The Bluetooth link for the phone is nice on this one, since it allows reviewing video without pulling the SD card. It's probably just as easy to pull the SD card and review them on your PC. A HUGE downside to the cobra is the app tracks your location even when not connected to the Cobra unit. I have to go in and turn off permissions after I use the app, and turn them back on when I want to interface with the camera.
