Dave Kopel and Jon Caldara discuss 25-003.
Kopel makes a great point. This bill was originally about making everyone safer from mass shooters.
Someone bent on the destruction of society with a weapon of war will now have 12 hours of state training on being a better shooter.
Yet more proof that the left is not about safety of the constituency, it's about ensuring their own power while disarming the populace.

They can't make a law requiring counter-terrorist officers in schools? Maybe shot spotter equipment installed in every school? Mass shooters are terrorists and should be prosecuted by law as "terrorists". Much of society is in denial.

This was one of the first things we had a discussion about- they are mortified that certain weapons are available to the general public and yet they are now mandating proficiency with said weapons.

So does the required training have to be focused on the AR, AK or any banned weapons??
What would be the purpose of offering a safety course such as a CCW or basic handgun safety class? Unless your shooting a ton a of rounds it would be very long and drawn out 12 hour class of just talking and demonstrating firearms safety. Would that suffice or would it just be a generic course?
Someone wants to buy a handgun they would have to sit through a class the same as someone who wants to by an AR, AK etc.?
What if you already have instructor credentials with the Sheriff?s Office? What will you need to do for that?
There is no other purpose other than to create another level of bureaucracy.

My guess is that the training will be used, wait, I’m not even going to say it unless they haven’t actually thought about it.
I thought this years gun grabbing was going to be bad, I had no idea that it would be this bad. The only bright spot is that if this crap torpedoes Pole-smoker’s chances at POTUS.
So Bennet would be our ‘better’ choice over Weiser? Had to fathom that. As bad as 2025 has been, imagine the next year being worse.
Good/bad news is that the wife’s employment situation changed, so that we aren’t tied to the state anymore. Plus, house sales are REALLY stalling around Denver, and price cuts taking effect. We complain about this hell hole as a leftist crap hole, but when people start not being drunk on crazy house values, that is when the crap hits the fan.

If the sheriff has the discretion to approve or deny applications shouldn’t I have the right to refuse certain people I don’t feel comfortable training?

Only if they are white Christian heterosexual males between the ages of 30 and 55. Anything else is discrimination.

The exam? I asked the EPCSO and they didn’t know the requirements of the test. They said that test would be up to the instructor. I asked that in theory I could make up a 10 question true or false test and if that would meet the requirements. He could not answer that question in a direct manner and basically alluded that it was up to the instructor’s decision.
It’s gonna be a mess……just as planned.

Actually, I was thinking about it the other way. Will the instructor be require to ‘vouch’ for the student- as in be legally responsible for making sure that person is not a threat…

Sounds like a lot of potential liability issues out there.
Ole' Frank Azar probably has a boner ten feet long.
So we now require potential mass shooters to become proficient in thier weapon of choice? Brilliant. They didn't think this through.

IIRC Sulivan’s kid was killed at the Aurora movie shooting, which was the failure of a psych health professional to correct diagnose the killer, BUT, didn’t the shooters gun jam? It was an actual ‘high capacity’ AR drum magazine and his inability to clear the jam? I guess a 12 hour class will give him plenty of time to work on his remedial actions.
So Sullivan has taken out the two things that kept the death count down. Brilliant. Special place in hell for that dumbass.
