Of course it was voluntary! Heck, look at all of our new fees that aren't taxes. Same idea. I'd say the police are taking a page from the politicians and making more liberal interpretations of whatever they want, secure in the knowledge that the politicians and judges will watch over them.

Medford's a messed up area anyhow, along with nearly all of the Left Coast....

If they would have hurt or killed him, no one would have done anything about it. It's not entirely uncommon.
