Acknowledging it would be a highly unpopular move, White House economic adviser Paul Volcker said yesterday the United States should consider imposing a "value added tax" similar to those charged in Europe to help get the deficit under control.
A VAT is a national sales tax that, like state and city sales taxes, would be collected by retailers.
Volcker, at the New-York Historical Society, told a panel on the global financial crisis that Congress might also have to consider new taxes on carbon and energy.
"The President has passed historic tax cuts for middle-class families and continues to push for more tax cuts. The President is not proposing to cut the deficit at the expense of middle-class families," said a White House official asked for comment.
The VAT suggestion was immediately met with outrage by Republicans.
"It shouldn't surprise anyone that the Obama White House would advocate a European-style tax to help finance their European-style government health-care plan," said Brian Walsh, a spokesman for the National Republican Senatorial Campaign Committee.
"When you hear things like this, though, it's almost as if the Democrats think the American people will forget that we're in this situation because of their reckless spending agenda."
Volcker, a former chairman of the Federal Reserve, told the global economic panel that a VAT is "not as toxic an idea as it has been in the past."
He added, "If, at the end of the day, we need to raise taxes, we should raise taxes."
The tax has long had backing from House Speaker Nancy Pelosi (D-Calif.), who last year said it is "on the table" for dealing with the country's fiscal woes.
Some say the tax can be a good way to raise money because -- depending on how it's imposed -- the burden does not have to fall on the consumer alone.
A VAT can also be imposed down the line on manufacturers, producers and any other business that adds value -- as well as retailers.
Presumably, each could be asked to pay a smaller amount, since the burden would be spread out.
Also, since the government would be collecting at each step of the manufacturing process, if a retailer cheated, the taxman wouldn't be left completely in the cold, because levies would have been collected at earlier steps leading up to the sale.
A major reason the tax is so hated is that it does not eliminate sales taxes, but is charged on top of them.
It's a quick way for governments to raise cash, but the tax could wind up being a burden on the poor, critics say.
The VAT idea has percolated in Washington over the years, but lawmakers have always resisted it.

VAT is MUCH better than income tax... I hope they dont try to impose BOTH VAT and income tax though.. I'd move back to Singapore tomorrow.

It sounds like they are thinking of using both taxes at the same time. I'm reading the wiki page on VAT to try and understand what it is.

They are... Both... Oh,, and VAT is a little differant than a National sales tax..



It sounds like they are thinking of using both taxes at the same time. I'm reading the wiki page on VAT to try and understand what it is.


A VAT, taxes every step of the way basicly.. all it really does is add more to the cost of production and selling.. of everything.. Think of double, triple, quadruple taxes..

What's wrong with this picture?

A family w/ 4 kids bringing in a total of $50k a year has no tax liability. I have no idea how hard it is to keep your head above water with a household of 6 at $50k a year... it's probably a lot easier out in Pueblo than it is in Denver.

A lot of these temporary tax credits will evaporate as the latest "recession" ends, the real question is can we even get back to deficit flat or even reduce our deficit?

When I was in Law school my tax law professor talked about a national sales tax. This was before the liberals took over control of the state colleges. The idea was to replace the income tax with what is now called a value added tax, not put it on top of. There are actually some real advantages to a VAT. It removes the need for the IRS and all of their abuses. It removes all of the politically motivated exceptions and exemptions (tax shelters) in the tax code. It encourages savings since you would not be taxed on money not spent. It applies equally to all levels of income, if you are rich and buy more expensive items you pay more taxes but the same percentage wise. A person buying $10,000 designer dresses will pay more tax than someone shopping at WalMart for their clothes. But the same percentage of purchase price.

Not proposing it as a solution, just presenting some of the advantages. If they try to impose it on top of the income tax we need a definite revolution at the ballot box.

Absolutely agree. Just a way to impose more taxes allowing more spending creating more control over our lives equaling less freedom or liberty.

That is some fancy editing video you got there. Do you have anything that he's said that hasn't been taken out of context? Sure media types are stupid there is no 2 ways about it. They call a .22 rifle everything in the book but a .22 rifle just to be sensational. But they live in New York where only criminals and politicians get to own guns. So they might think a .22 is an AK-47 assault rifle with the shoulder thing that goes up. But that doesn't make it true. I hold nothing against Beck. Until he does a 180 and starts telling everyone Obama is the greatest thing is fried lunch meat I think he is telling as he sees it and it may not align 100% with our thinking but at least he's trying to do something besides offer to wipe Obama's butt. It will change though as it always does the political wind is very cylindrical and goes from one side to the other. A third party in enough numbers big enough from both sides may get a job done. Not change but a road block to change we don't need. Small scale should be their goals. Start with Denver I say. Then see where it goes from there. The left is out completely and if conservatives want in they are going to have to commit to America for the long haul. And enough of the personal attacks. Do you have anything you want to say about the message? If Jesus Christ came back today saying the exact same thing what would you have to say about it? Global Warming is real it starts in Febuary and last about six months and in August when the liars and con artists are in full swing to tax and spend their way into retirement the Global Cooling happens. I call it spring summer fall and winter. Summer sounds like a good girls name doesn't it? I don't think I'm going to name any of my kids Global anything. Think of the name calling in school?

MANY times he states on the show that he is a political 'commentator' and his opinions are his own and he urges viewers to find thier OWN opinions and read up on the issue discussed to validate the facts as they see it for themselves...

This is just so ridiculous as to be foolish.
A misleading, out of context, obvious manipulation of a portion of a statement....
He says these things on the radio show in jest then follows them up by making it into a joke about how insane it is to believe that the current temperature (warm or cold) can be used for any long term projections on planetary temperature.
If it is a blizzard it is global cooling...
If it is a heat wave it is global warming
It is ALL global climate change and it is all used to perpetuate a myth that it is caused by humans.
How convienient for you.
Beck is NOT a global warmist - if you had EVER watched you could have deduced that for yourself (maybe... maybe not)?
Additionally, Beck is AGAINST the Tax and Cap (he has stated that quite often).

I'm sorry that is an esoteric joke but I figured all of us have seen that video with Carol McCarthy being asked what barrel shroud is and the old koot said it was the shoulder thing that goes up.
She was sticking to her talking points and then got grilled a little about a gimme question and the truth came out that she doesn't know what she's talking about. She was just towing the line on gun control and not really careing enough about something she want's to ban to learn more about it. Either she's an idiot or is more interested in furthering her political career. I personally think its a little of both. I'm sorry that she lost her son and husband in a shooting a million years ago but my guns had nothing to do with it and shouldn't be held responsible. And its shameful that she stands in the blood of the virginia tech victims to further her career. There was something else I wanted to say but I won't because its funny and tasteless at the same time.
