I have a buddy who moved down here a while back who's at Carson ATM. He's looking for a pistol so I was gonna just sell him one of mine for cheap, then I rememeber hes not a "resident" of Colorado. Are legal FTF transfers not allowed in this case?

If he's been residing in Colorado for more than 30 days, he is technically a resident, as far as the state is concerned. Being military, he is not required to change his driver's license, voter registration, etc. I'm not sure how this affects his status as far as firearms go, maybe one of the FFLs on the board could chime in?

if he produces orders for the current duty station he can buy one over the counter at any FFL. you should be GTG

If Carson is his current permanent duty station, then he is a resident of Colorado, no problem FTF, even without Colorado ID.

FFLs would need to see a copy of his PCS orders, and phone in the NICS check rather than do it over the computer, but the check will usually go through.
