The Target Practice and Marksmanship Training Support Act (HR3781) would give state agencies more flexibility in spending Pittman-Robertson dollars for the development of new sites for shooting ranges.

The bill, supported by National Shooting Sports Foundation, would give states the ability to use excise tax revenue to purchase land for new ranges for the first time and increase federal dollars for range construction and improvement.

Sadly, the last major action on this Bill was on 10/15/2009 when it was referred to the House Subcommittee on Insular Affairs, Oceans and Wildlife

Here's the text of the Bill: (take special note of the 3rd paragraph. In my opinion, not having this requirement in place is a major reason that we keep losing our places to shoot in CO:
