I'm looking for mid-line 10/22 target barrel and the ERShaw stuff seems to fit the bill price wise.

Is this a reasonable assessment?

I've heard good things about them but have no firsthand experience. I do have experience with Green Mountain barrels and they're great for the money- around $100. I've had a Tactical Solutions barrel for a while that is great but it's a little more expensive. How much money are you wanting to spend?

$100 to maybe $150.

I want a blue/fluted/threaded barrel 16.5" preferably, but would go for 18". the fluted part under $150 is the hard part.

Here's a link to an E.R. Shaw 16.5" threaded barrel but not fluted. It's sold out at the moment but he usually gets them back in stock fairly quick. Also, you can look at other makes and free shipping on almost everything!

I ran an E.R Shaw 18" bull barrel for a couple hundred rounds before I sold the rifle and it seemed decent for the money...I would buy another in the future.

I have a fluted Shaw on my 10/22 and am very happy with it.
