If you have Microsoft Office, you can use the Microsoft Office Picture Manager utility.

I use a free tool called PhotoFiltre .. tons of great functions and features.

Adobe Photoshop would be ideal, but since its not free (nor even cheap) I'd recommend The Gimp (http://www.gimp.org/) (or if you're used to Photoshop but don't wanna spend any money, get this variation on The Gimp called Gimpshop (http://www.gimpshop.com/)).

There's also a handful of online photo editing programs (http://www.google.com/search?q=online+photo+editors) that are free and may do the trick

Now if you're wanting to take a .jpg and make a transparent PNG file ... well you got your work cut out for you.

I don't need to do anything more complicated than saving a JPG image, then converting it to PNG so another program I use will recognize it.

I have been pretty happy with Paint .Net. Do not let the name fool you and confuse with Microsoft Paint.

paint shop pro will do it too.. (again, not cheap)
