Well it is made out of plastic. It's just like a suppressor that uses wipes.

Uh bud.... the target market for this doesn't care much about tax stamps, and generally operate in less friendly areas of the world.

Plastic supressors are sold in many areas of the world for legal purposes. In New Zealand supressors are required to shoot in certain areas, the lower cost plastic supressors help keep the costs down. Plastic supressors in New Zealand can be had for as low as $20 US or so.
