View Full Version : SBRs in El Paso County
I just got my form 1 for an MP5 SBR (semi auto) back from Terry Maketa, thought I'd share my experience.
Got my photos and fingerprints taken by Chapter One on Pikes Peak (across from post office) $9 for photos, $16 for fingerprints, they stock the FBI fingerprint form you need.
Took the Form 1 and fingerprints to the sheriff, got it back in about 2 days.
Not sure why the sheriff wanted to see the fingerprints too, but they did, FYI they don't do fingerprints at the sheriff office, CSPD fingerprint tech had never heard of the FBI fingerprint form when I called and asked.
If you have questions call the main # at the sheriff's office and ask for Jane Frohm.
Now for the long wait with the ATF.

Ummm, I hope you didn't mail that little packet off yet.  The cards need a specific ORI on them or ATF WILL REFUSE to use them. And guess what, they wont tell you in most cases. You'll have to call after waiting 6 months then find out. Better call your examiner ASAP and find out what you'll need to do. Also, the fingerprints MUST be done by a law enforcement agency and be certified by the person taking them. CSPD does do this. There's a fee, but you bring the cards you got from ATF. I know Teller County does fingerprints for a fee also. Karl.

I do finger prints everyday for people that bring all the cards to the office. If you have everything you need and one of us happen to be in the office we will do them. If we are all out on the road then come back later or wait around but it could be a while.
Thanks for the heads up Karl, I'll get some cards from Chapter 1 and take them down to CSPD to get printed.

What is a specific ORI ?
If I get my fingerprints done by CSPD they should be able to take care of all of this ?

NO! They wont have a clue what ORI to use. Go read this thread...
http://coloradoshooting.org/v-web/bulletin/bb/viewtopic.php?t=43
the last ORI was...
DCATF0100
AT&F
FIREARMS & EXPLO DIV
WASH, DC
but it can change. ATF sends you the cards with all the correct info already on them. Karl.
Ok my cards read:
"COCBI0000
COLO B OF I
DENVER, CO"
In the ORI box, is that ok?
Second I don't see a place on the card saying the prints were taken by a certified person or something, so is this an additional attachment that CSPD would give me if I go have them fingerprint me? Is there no possible way that they will accept the prints I have now (done by the person at chapter 1). Sorry for being a pain in the ass, but I appreciate the help.

Ok, The ORI must be specific. You should go out to Dragon Arms (683-2200) and ask Terry for the proper cards. Tell her Ryan sent you. Second, You can get the prints done at Chapter One, they do not have to be from a Law Enforcement agency. I have used Chapter One for my last 3-4 transfers with no problems. It sounds like you are SOL with the cards you have because of the ORI info. GO TO DRAGON AND GET THE RIGHT CARDS. You will just be wasting time with anything else. Ryan
Thanks Ryan, anybody headed out to Dragon Man's soon that could grab some cards and drop them off with me or Chapter 1 downtown? Doesn't hurt to ask :)

You can use those cards, just use a mail label and put it over that box with the proper info. The ORI that is on those cards is for the Colorado Bureau of Investigation. You DO NOT want the results going there. Karl.

That does help.
I get "thrown" with differences between purchasing an SBR -vs- making an SBR.

Actually I still have the pile of paperwork and a check sitting here...
Just as I was about to mail it off, I wound up emptying the "cookie jar" on a used STI .40. Now I need a couple cases of 180gr FMJ's and some powder.
Then build my savings back up a little.
It's still on my "to do" list. I'd just like to have the project completed by Memorial Day 2006.

Yeah Hoser told me you bought that gun, we were wondering where you were on Sunday, it was warm and sunny:)
Lizard should be able to hook you up on bullets, Sportsman's Warehouse has some bullets and lots of powder.

Came back the next day and it was gone.

Usually don't see "steals" there in the used cabinet. I did notice a couple of .454 Casull's though...

Yes, but I've heard the stories. However if you go look at this thread http://www.ar15.com/forums/topic.html?b=3&f=14&t=232799
You can see that 60 days or less door to door for an individual is now becoming not unheard of.

There is an extra step for form 1's they have to check to see if the device you are trying to make is legal. Form 1's always take longer than form 4's.
If you are very lucky you will see them 90 days from pending usually it takes 6 months. Yes since ATF has moved the NFA branch things have gotten faster but if you think you will see them in 1 month your living in a fantasy world.
your living in a fantasy world.
My friends have Kool-Aid and cookies there.
According to www.cornbread.com/~gig/docs/transfers.xls
Average total time for an individual Form 1 is 132 days.
Range is 59-222 days.
If I received mine one month from today (dec. 28) that would be 82 days. Optmistics, yes, impossible, no.

Don't get us wrong, we all would love a one month turnaround from ATF. Heck, if my form 4 came back in a month, I would dance around the house like a little--Karl-- . Ryan

Go to arfcom. In the M16 forum on the AR board there is a long discussion and or FAQ on the SBR process.
http://www.jobrelatedstuff.com/forums/topic.html?b=3&f=14&t=178305&page=1
1) Apparently you can no longer use the <16" and <26" measurements. You have to be specific.
2) You do not have to mark your SBR lower when registered. Contrary to popular opion, the BATFE has issued a letter saying that markings are not required.

It's a trick, don't believe it! :P
I would get a letter in writing specifically addressing YOUR gun before I'd ever consider not marking it. As for the measurement issue, you can specify the caliber and lengths on the original form and then do an "addendum" to include the caliber and lengths for any other barrels you have. My UZI is originally registered as an SBR with a 9mm 10" barrel. My addendum includes 8", 9", and 10" barrels in 9mm., 9x21, 40S&W., 10mm., 45ACP., and 41AE. It also has an addendum for my bolt that specifies a few calibers. But get ANYTHING in writing before ignoring the written rule/law. Karl.

. Ken Houchens retracted that letter. You do have to mark anything you do a F1 on.
In the future, if you want to AOW, SBR or SBS a gun, consider mailing it off to a reputable Class 2 Mfr and have them do it and mark it. They don't have to wait for a F1 approval. They do it ASAP and send a F2 in to the ATF after the fact. Then they can directly transfer it back on a F4 to you since it was your gun to start with. This is a little known "loophole" in the laws that allows you to bypass a in-state transfer dealer. And it makes the gun easier to sell with the C2 Mfr's name engraved on it (as opposed to yours).
