I was reading something and it said that whatever country wouldn't allow AR's in if the upper wasn't the same caliber as the one on the lower. I'm probably not stating this properly,but I have three 6.5Grendel uppers on regular AR lowers. I got to wondering if some states might dislike this setup.

I've never heard that about anywhere. The only area I think you could get into trouble is if have a short barrel rifle. The lower has to be engraved when you get the OK from ATF (after paying your fee of course) and it should be used with short barrel uppers only after that. Having a long barrel upper on there could imply to the ATF that you're also using short barrel uppers on non-approved lowers.

In the US it is not an issue. An upper is just an acessory for the firearm (the lower). In other countries, they can make their own rules. If exporting to other countries, see ATF guidelines regarding exporting. If just travelling with your AR, check with host nation's customs agents as their websites could give you the best and most up to date info.

Incorrect. You can register with the ATF, and then use any length barrel you want at any time, as long as you keep the one you registered the length with. If not, notify them of the change in length. Does not require a resubmittal.
