Hello,
within a month, I will be moving to Weld county. I plan to change my DL and car registration as soon as I moved in. What is the wait period before a new CO resident can apply for CHL?

I believe it's 90 days. Same as new resident being allowed to purchase a handgun.

IF you have a CCW from your state make sure you present it when applying. I would also suggest you contact weld SO upon settling in, inquire about weld cty accepting your current CCW in lieu of a training program.

90 days? Wow, that's a long wait. And then another 90 days for processing?
I have contacted Weld Co. Sheriff Department about training requirement. I am an NRA rifle instructor, and the lady answering my email said just bring my NRA instructor certificate when I apply for the CHL permit.

Yes indeed, there are benefits for being NRA-certified instructor.
I got a hold of the application package from Weld county. I tried to find definition for "legal Colorado resident" that specifies minimum length of residency ... but found none in the package.
If anyone can point me to the portion of the state law that specifies this that would be great.

I would just go in with your Packet, Certificate, a CO DL and a Bill with your name and CO Address on it and say "Here I am!"
as far as I know a Legal Colorado resident is any person with a permanent residence and proof of such within the state... Military exceptions etc...
I was a Colorado resident for 12 days before I applied. it took 89 days from application to receiving my license
I would have applied earlier, but it took me a few days to get my drivers license changed

This is what I need. I conclude that there is no specific minimum residency period for CCW application. I could not find anything like this in the application package from Weld county, and my internet search also returns no such thing.
I applied for my license the same day I got my DL. Apparently, Colorado will recognize my out of state firearms license for 90 days after I get my DL. Notice section II.
18-12-213. Reciprocity. (1) A permit to carry a concealed handgun or a concealed weapon that is issued by a state that recognizes the validity of permits issued pursuant to this part 2 shall be valid in this state in all respects as a permit issued pursuant to this part 2 if the permit is issued to a person who is:
(a) Twenty-one years of age or older; and
(b) (I) A resident of the state that issued the permit, as demonstrated by the address stated on a valid picture identification that is issued by the state that issued the permit and is carried by the permit holder; or
(II) A resident of Colorado for no more than ninety days, as determined by the date of issuance on a valid picture identification issued by Colorado and carried by the permit holder.
(2) For purposes of this section, a "valid picture identification" means a driver's license or a state identification issued in lieu of a driver's license.

This part of the law is very useful. I think it was written that way to give the CO sheriff departments ample time (90 days) to process the new CCW permit, while at the same time not depriving a new CO resident with out-of-state CCW license (with reciprocity agreement with CO) of their ability to defend themselves.
I notice that 18-12-213.b.II does not preclude a new CO resident with non-resident permit from other states. So someone who just recently moves to CO who has a non-resident permit from say Florida, should be able to carry legally the moment he/she receives the permanent CO DL card.
