they're legal, Sportsman's warehouse even carries some- Star or something like that in the name..

all the times I have seen it there has never been a flame....except for that guy who put it near a propane tank. little flame off that one[Muaha]

tannerite is a blackpowder explosive, so its legal to own and produce as far as I know.

ATF says you can have up to 50 pounds of black powder explosive in your possession at once. All tannerite is, is ammonium nitrate and aluminum flake.

I believe it is not an explosive until mixed and then is regulated. If you're approaching 50 pounds give me a call and I'll help you get rid of it. It really does take a high power round. Last time I tried it a 7.62x39 went right through the middle without setting it off. I gathered it back up and taped the jar shut and a 7.62x54R round did it.
