A bottled liter of water with a few teaspoons of bleach is proving to be a successful recipe for dwellers in the light-deprived slums of the Philippines. (http://uk.reuters.com/video/2011/07/11/bringing-light-to-the-poor-one-liter-at?videoId=216968892&videoChannel=82)

So does the bleach just keep the water clean, or does it help diffuse the sunlight as well?

From what I could gather, the bleach helps diffuse the light as well.

That's a pretty smart idea. Good find.

Keeps algae from growing is what I thought they said.

They were shown putting some kind of sealant on. That said, it's only good when the sun is out, so rain darkening the horizon and nighttime are two obvious scenarios showing it's not in any way reliable.

you also have to consider that we are talking about a very poor country.
I Send the in-laws $100 and they think I am wealthy.
They just got electricity TO their house this year.
Their electricity bill is ~500 php a month (~$11.50 USD)

a couple can retire there in lavish comfort for about $300 a month

?? I don't think that reliability is going to be an issue when the alternative is cave darkness. It's not like they are installing these in hospitals.

There is a cool Colorado company called IDE, out of Lakewood, that makes things like this for poor countries. Their most famous products are a bamboo treadle pump (pumping water down to 7 meters) and a ceramic water filter.

By reliability I mean they're there for extra light, but can't be the only light source is all.

I wonder if you can add some food coloring for some ambiance lighting.
