If by "Gatling Gun" you mean a multi barreled gun fired "full auto" by cranking a handle, then no ... not an NFA item and perfectly legal (since constant motion and not a single pull of a single trigger is required to keep firing it, its not a machine gun).
sweet!!!!! who makes te best plans for one???

I guess the question would be what do you mean by gatling gun.
If you mean a scaled down but accurate replica, I have seen a few made but they would require extensive engineering and precision. I would also have concern shooting .22 lr through it, most gatling designs involve using a guided feed system that guides based on the rim, box/drum magazines could be very difficult to build. Internally the rim will be much larger in comparison to typical rounds.
If you want to do the multiple gun style thing like red jacket did that would probably be easier, I don't think there are any plans out to do it though. Just as a note on the 22 gatling guns, the moment you add a motor and make it like a mini gun it requires you to be a class 3 manufacturer, so stick to the crank.
If your just looking for something to crank and shoot fast, there are some people who manufacture a device that mounts on the trigger, and as you rotate the handle it pulls the trigger. This is probably the easiest, as well as the cheapest. Conceptually it would not be difficult to build, you could even model it something like a truck axle and run two guns with the crank in the middle.
Good Luck

These guys make plans ... dunno if they're "the best" plans or not.

then there's this (http://www.tacticalinc.com/gatling-gun-kit-p-571.html) which isn't historically accurate but looks like more fun than you can shake a dead cat at.

That chap in Trinidad has been selling these blueprints for quite a few years.

The guy down in Trinidad also sells a complete kit for $719 ... which is just a hair more than you'll have in the Tactical Innovations one and a damn sight cooler (although probably a little harder to assemble).
Or just drop the ten grand and have him build you one complete :D
