PPU case's WTF

I was reloading some .223 and had some head stamped PPU 08 and they do not fit my lee primer shell holder has anyone else run into this? I found my shell holder for .30 luger works good. but some pop through some times

I've noticed issues with a lot of Lake City brass not fitting well in my Lee shell holders. I switched to all RCBS shell holders and they work much better.
