They use IWB holsters, without the holster. Just a tight belt and and some baggy pants is all they need.

Not a cop but I'd suspect most criminals don't use holsters ... for one thing they cost money and for another if you have to ditch your gun, having a holster left behind is going to make it harder to deny you had a gun on you.

Plus you have to look at the way criminals "own" guns ... often times they're passed around like communal bicycles are among hipsters.
Last time I bought leather for a gun it was a drawn out process that involved research, ordering and waiting. For most criminals the gun isn't going to be in their posession long enough to hunt down or order leather.

In 20+ years of law enforcement, I have never saw a street criminal using a holster. I can't say that a holster is an indicator that the wearer is not a criminal, but if the question relates to Open Carry, then I would not be concerned about someone wearing a pistol in a holster.
Most cops will be able to tell you stories about "buffs," which is what we called the reserve officers or the "wannabe" types who have a lot of gear, like red lights in their cars, tactical vests, handcuffs, OC spray (think Dog the Bounty Hunter types). These guys could be annoying, but for the most part they were harmless. Some of them had guns and carried in holsters, but they were always scrupulous about the law. Often they were more punctilious about the law than most officers. [Bang]
Hard to find a holster to accommodate these...

For the most part, no. They don't want any evidence of them having a gun if they are contacted by law enforcment and LE finding a holster makes them want to search that much more for the gun that was in it.
Ocassionally, you will find the cheap soft nylon ones (emphasis on cheap) that they keep it in when not carrying it around. They are usually found in vehicles or apartments.
