What is it? Old Inert Round 1.10AA MARK MOD24 LCT 690-41

So my grandfather had this old Plumb Bob made out of a military round. I played with it as a child, and still have it. Anyone know what it actually is? Googling didn't seem to turn up much.

Markings are as follows:

Ammunition data is at the lower part of the page. I can only assume it is the "HE-T Mark 1 Mods 0 to 28 - 0.917 lbs. (0.416 kg)" as that is the only one that surpasses MOD 25.

My family grew up in the southern part of Indiana, and a lot of people worked for Crane ammunition manufacturing facilities around that part of the state.

So I can assume some old guy gave it to my grandpa.
