I have an issue.
A city contractor (contractor doing work directed by the city and paid by the city) isn't legal. (not immigration in response to question below, although I doubt that one too, but no one seems to give a shit about that)
I contacted the correct person and complained and after a week and a few emails am basically getting the blow off.
One side of me wants to return the letter copying city council people and specifying exactly what I know is going on and raise a stink.
another side of me says why bother, it's a waste of time and will only make things worse for me and nothing will change. (I run my own business but do not work for the city and probably never will)
(and a third side wants to go D-FENS on it all[M2] but that side is suppressed for now).
What say ye?

Depends on the issue. You only state 'a city contractor isn't legal' and do not go into detail exactly what the issue is. If you are referring to his immigration status, I don't think you are going to get much traction. If you are referring to his business practices, you will need to provide proof of your allegations.
In any case, you can send copies to the city council; they will most likely ask the city manager about it and it may go no further. You can contact the media, but they may have no interest either. If it isn't very sensationalistic, they most likely will have little interest, but hey, you never know.

And they can add you to their propaganda mailing list. I can't get off the Micheal Bennet email list, although he sends me a laugh one a month.

Having worked in the .gov end for 20+ years and having to respond to complaints a well written and detailed letter will get results. Thoroughly describe your concern and how it effects the citizens and the city. State that this is your second letter regarding this matter and you have seen no action as yet.
If you can quote specific policy, ordinance or law in violation that helps by showing that you know what you are speaking about.
Be professional and don't let the tone of the letter approach a rant.
CC all pertinent parties, mayor, city council, zoning, permits etc- anybody that has any say so on the contractor.
Try to get additional parties to either submit letters or sign onto yours.
Media is your trump card. If forced to play it, play all outlets, TV, radio and print.

I've been trying to make Co Dept of Revenue understand that I'm not paying Worker's Comp insurance because I closed my business over 3 years ago.
Yes, I've sent them copies of all pertinent documents...several times.
They just don't get it. The letters I send are ignored. I send a letter, a week later I get a "Nonfiler Notice".
The worst part of dealing with .gov agencies? No one...absolutely no one, is accountable for anything.
