So i was stumbling across stumble upon and it sent me to a page about blasting caps. piqued my interest and started researching. I looked at the form you fill out to become a legal user of high explosives and looked at the ATF's user application. The questions it asks are awfully similar to the 4473 just a little more intense on the other parts.

I use HE and have never heard of this stuff....wait...you have to fill out paperwork?


just kidding. I have never worked with HE but I have lit a firework before. It was called a "fountain" because Colorado laws suck donkey balls when it comes to fireworks.

I didn't have to fill this paperwork out... and I carried 6 HE 40mm grenades. Oh wait, that's authorized by the DoD.. echelons above gayTF.

The aplication for a FEL isn't that bad. Very similar to a FFL. However, storage and use in the state are expensive. You would also need Type I user permit form the state (have to get 90% on the test), a Type II posessor permit, and a Type III storage permit from the Dept of Oil & Public Safety. Each of those permits is several hundred dollars. Next, you need approval from the local fire marshal and sheriff to store the explosives in your approved magazines (the inspection will cost you money as well), not to mention the paperwork (explosives inventory, shot reports for every demo shot you do, etc...). Don't forget the transportation of the explosives to and from your magazines to the blast sites: 1.4 hazardous class isn't too expensive, 1.1 will start at $2000 unless you have your own trucking company with interstate and intrastate hazardours materials permits.

...and 40mm HE rounds are destructive devices according to ATF, not simple explosives.

Good info there, but the 40mm thing was a joke- I wasn't even carrying or employing them in the US, so doesn't really count. "So what did you kids do while on your field exercise?" "Violated Pose Comitatus"

Best way to find out is to ask the manufacturer.
