OFFUTT AIR FORCE BASE — Family of a Lincoln man killed Monday while leading police on a chase through Offutt Air Force Base questioned the actions of the security guard who fire the shots and called his actions an excessive use of force.
Sarpy County Sheriff Jeff Davis said Johnson was driving a car deputies believed had been stolen in Lincoln. Law enforcement chased the car as it entered the base through an exit lane at the south gate.
Johnson’s sister, Danielle Ogden, said the guard should have aimed at the tires and engine block before her younger brother. Ogden, a Marine stationed at Paris Island, South Carolina, spent Tuesday driving to Nebraska with her mother, Michelle Ogden.
She described Johnson as personable, full of energy and popular but said he had difficulty making good decisions. (emphasis mine)
Johnson had been charged with several other crimes in the past, including obstructing a peace officer in December 2011, theft by receiving a stolen car in February and sexual assault when he was 14 years old.

And if you read the article, you'll notice the writer put it in proper "Victim mentality" format - paint the person upholding the law in a bad light, portray the "victim" as positively as possible, and bury any negative information about them at the bottom of the story.
