I didn't write this but I frequent the site and thought some of you would get a kick out of it.

As I was driving down the street this morning in southern Oregon, I saw a bumper sticker which said, simply “Health Care is a Human Right”. That started me thinking about our new law, the Patient Protection and Affordable Care Act (PPACA). Upheld by the Supreme Court, the PPACA is a United States federal statute signed into law by President Barack Obama on March 23, 2010. The law requires individuals to buy health insurance coverage or pay a penalty.

If the U.S. government has the right to compel people to exercise rights, we should use this power wisely. Some rights are more important than others. I, for one, welcome our new federal overlords. There is another right we urgently need to protect.

I hereby propose the following legislation and urge members of congress to move it forward into law. Below I describe the Shooter Protection And Realistic Training Act (SPARTA) informally referred to as Guncare. The heart of this bill is an individual mandate requiring every American to purchase firearms, ammunition and training.
As everyone on this site knows, the right to bear arms is a genuine human right. Free men and women are recognized by their God-given ability to protect themselves and those weaker. Unlike the right to healthcare, gun rights are enumerated in the Second Amendment of the United States Constitution. Guncare addresses the problem of inadequate access to affordable firearms, training and ammunition to support human rights.

There are millions of Americans who don’t have access to adequate training and firearms. They count on the police and righteous citizens to protect them. This unfairly places the burden and costs of protecting our civilization on a tiny few. Because of this uneven distribution of responsibility, the cost of guns and ammunition is unreasonably high. If everyone is required to have a gun and ammunition as well as adequate training, exercising our firearms human rights would be afordable for everyone.
There would, of course, be exemptions for religious beliefs or financial hardship. Convicted felons, sex offenders and other liberals would be required to pay a fair tax which would be used provide free guns to the poor.

The costs in human misery of poor self-defense can no longer be condoned by society. If we can stop just one rape or child abduction with this law, it will all be worth while. The bill will also provide for a federal concealed carry right for any adult without a criminal record or a mental illness.

According to Gallup polls, Forty-seven percent of American adults currently report that they have a gun in their home or elsewhere on their property. This is up from 41% a year ago and is the highest Gallup has recorded since 1993. This is a good start.

The US Census population clock estimates there are 313,810,389 people in America. By my very rough and admittedly un-scientific calculations, there are about 150 million people in America who are not exercising this most fundamental human right.

Become a civil rights activist. Let’s protect human rights every where they are endangered. It is the right thing to do. Write congress. Think of the children. Support Guncare.

There was a time when a sheriff in VT wanted to have a tax on citizens that did not own guns.... I like this idea in some respects but have to ask, is more Gov't the answer?

Now that the Roberts Court has affirmed that the government has the power to mandate purchases of private goods and services as long as it’s structured as a tax, I propose that we put this new-found authority in the service of an explicit Constitutional right. For far too long, too many Americans have suffered from an inequal distribution of firearms, despite the Second Amendment’s express exhortation to “keep and bear arms,” in large part because income inequality in this nation has kept the poor and working classes from having the proper protection for themselves and their loved ones. We need to end this disparity now by applying the ObamaCare model immediately.

First, the government needs to issue a mandate that all households must own at least one firearm. We will need a federal agency to ensure that people aren’t just buying cheap BB guns or .22 pistols, even though that may be all they need or want. It has to be 9mm or above, with .44 magnums getting a one-time tax credit on their own. Let’s pick an agency known for its aptitude on firearms and home protection to issue required annual certifications each year, without which the government will have to levy hefty fines. Which agency would do the best job? Hmmmm … I know! How about TSA? With their track record of excellence, we should have no problems implementing this mandate.

Don’t want to own a gun? Hey, no worries. Supreme Court Chief Justice John Roberts says citizens have the right to refuse to comply with mandates. The government will just seize some of your cash in fines, that’s all. Isn’t choice great? Those fines will go toward federal credits that will fund firearm purchases for the less well off, so that they can protect their homes as adequately as those who can afford guns on their own. Since they generally live in neighborhoods where police response is appreciably worse than their higher-earning fellow Americans, they need them more anyway. Besides — gun ownership is actually mentioned in the Constitution, unlike health care, which isn’t. Obviously, that means that the federal government should be funding gun ownership.

Now, I’m not naive; this kind of mandate system will be difficult to get through Congress. Even gun manufacturers might have some reservations about forcing everyone to buy their product, especially since we’ll also be imposing massive price controls on their products. Only 7% of their revenues can be spent on administrative costs and “profit,” whatever we decide that means. How else to make sure that we keep prices fair? We have an ace in the hole, though. We plan to get the ammunition industry on our side, running a $200 million ad campaign on behalf of the bill. They stand to make billions in the huge increase of target practice — which gun ranges will have to provide for free on at least one occasion a year per person, and for which the government will cover the range costs at, say, $5 per hour. (That’s a loss for gun ranges, but they’ll make it up in volume.)

We need to act now. Too many poor and working-class families face injury and death from lack of self-protection in areas of high rates of violent crime, so if you oppose this, you must hate the poor and hope they die. Since no one does that, we should expect to see everyone celebrating this effort to realize the vision of our Founders, which was obviously a top-down federal government that can order its citizens to do anything it wants.

Do you really want some of those folks owning/handling guns without adult supervision? How many times have you been cut off by a Prius?

the people driving a Prius usually file for exemption or have it disassembled, locked in 3 different safes separate from the ammunition

All things considered I think I would rather the .gov have nothing to do with firearm ownership. With that said I think that firearms training should be mandatory for high school students. Get them out shooting a time or two and you would hook an entire generation. It is fear that drives these dipshits, fear of guns, fear of taking care of themselves, fear of responsibility. But I did get a kick out of the line: "convicted felons, sex offenders and other liberals would be required to pay a fair tax"
