The way it's written, it's supposedly a database to track devices like breast implants, pacemakers, joint replacements, plates & pins, etc. As well as medical equipment used on patients (defibrillators, heart monitors, O2 lines...)
With that said, the way it's written does seem to leave the door open for RFID chips.
While I tend to usually wear a tin-foil hat most of the time, I don't think a requirement for chips is in our immediate future. That's not to say that the general over-zealousness of our .gov won't choose this path in the not-so-distant future. For many years now, they (.gov) have been looking for a viable means of making everyone have some sort of ID with them that will be scannable & linked to a database with all of your medical records - accessible almost anywhere (3D barcodes on military ID's for the last ~15 years were meant to cover this possibility). There was even talk of linking this to individuals financial accounts & insurance information so medical facilities could automatically get paid/provide billing. Remember, it's all in the name of protecting you & taking care of you.
I think the guy in the video jumped to the worst-case scenario conclusion & can't/won't see the other possibilities for that requirement.
Bottom line, I seriously doubt there will be any RFID mandates any time soon.
