Part of their agenda is to allow these things to happen so they can use them to their advantage. No conspiracy here, just knowledge that they have an agenda. This kind of thing is just 'good business' to them.

I do agree, however, that capital/corporal punishment tends to deter certain behavior: however, they keep messing with the law of "cause and effect" and then wonder why people are the way they are...

Why punish the guilty? The new world punishes the innocent while the guilty get free cable, 3 hots and a cot. I have been saying it for years. Make the damn punishment fit the crime. If you get people that still are doing this crap, it should be a clear indication that they do not fear the consequences of their actions. Only when the fear of the consequences out weighs their perceivable goal will the crimes stop. We need to take a harder stance on murder in this country. Hang 'em. In public in broad daylight, on TV what ever it takes to get the message out that we will not tolerate the murder of innocent civilians no matter how they carry out their attacks.
