Couldn't find if this was already posted.

The Mexican govt has allegedly been trying "divide and conquer" for many years.
Never anything you could be put in jail for or pin on someone, of course. As far as I know it's all unsubstantiated and speculation. Seems a bit unlikely, too - such a strategy would have to be known by more than a few people, and if it's known by more than a few people, someone on our side is gonna blow the whistle.
This has all been covered in the Steven Seagal movie Above the Law.
