In all cases, where guns are most severely restricted, violent crime is up. In all cases where law abiding citizens own and carry guns, violent crime decreases. What is so difficult to understand about this simple fact?

Reminds me of that one woman who was a CCW holder in CA (back when it was less restrictive than now- kind of) who was enjoying lunch with her parents when a gunman came in and killed her parents before her eyes because she wasn't allowed to bring her gun into the restaurant- it was in her car. That's just slap-in-the-face proof that an unarmed society is a victim rich society. They're told over and over by the NRA, gun-friendly businesses and people, hunters, sport shooters, and even musicians (Uncle Ted) that laws only hurt those who obey them. As far as CCW goes, the 49 states that issue permits fall into the category of either "May issue" which places the decision to issue a permit at the discretion of one person or group, or "shall issue", which means that under statute, the issuing authority must issue a permit to anyone that meets the requirements that applies. In practice "may issue" in many cases means there ain't no f**king way the average person is going to get a permit, unless they are wealthy and/or politically connected. Colorado is a Shall Issue state, one does not need to show cause for a permit to be issued, just meet the criteria outlined in Colorado Revised Statute 18-12-203. Sheriffs in Colorado can still deny a permit for cause, but they must be able to justify the denial, and it is subject to judicial review.

Color coded. If you click on the state that issues your permit, it will show your who does or does not honor that permit. If you have more than one (Like a Colorado resident permit and a Utah non-resident permit), click your state of residence first, then the state(s) of you nonresident permits.

Illinois is the only state with no provision for private citizens to CCW at all.
Several others give some official discretion as to whether to issue a permit or not: Hawaii, California, NY, NJ, Connecticut, Rhode Island, Delaware, Maryland, and Massachusetts. Your odds depend on where in the state you are (Upstate NY and western MA are relatively accomodating, compared to NYC or Boston) and (SF Bay Area is notorious for this) how much you've contributed to the sitting sheriff's last campaign.
A few states (Vermont, Alaska, Arizona, and possibly Wyoming but I forgot) don't require a license at all, or at least not under most circumstances. AK and AZ will issue a license, just so that their own residents can take advantage of reciprocity while traveling.
The remainder are shall-issue, in that some standard for licensure is written into law and the issuing official doesn't get any choice in whether to issue a license to someone who meets the set standard.
