Uploading pics and avatar?

There are two options for uploading profile pictures and avatars. Option 1 requires a URL of a site with an image. Option 2 is an upload from one's computer. I can't access option 2. What do I need to do to upload an image from my computer?

If you are trying from an I-Pad, it is a no go, at least from a GEN 1.
I have to go to my IMac for that.
