Can you shoot 7.62x51 in a Remington 700 SPS 308?

Yep, this^^

It is, for all intents and purposes, the same round.

The 7.62 NATO versus .308 Win debate has some parallels with the 5.56m / .223 Rem debate but in reality the rounds are closer and more interchangeable.

The pressure limits are set by different specifications but largely overlap. .308 Win probably has a higher working pressure limit by SAAMI spec in contrast to the 7.62x51. A bolt gun chambered in .308 Win has no special concerns. Some military surplus rifles in 7.62x51, especially if it does not have an adjustable gas plug, should be cautious in what .308 Win is fired in it.

You may see some max-spec .308 WIN labelled as "For Bolt Rifles Only", because it exceeds recommended working pressure for 7.62x51 chambered semi autos - although it's by no means unsafe or even a proof load - just more like +P as compared to NATO spec x51.

One thing to keep in mind: if you are shooting battle pack stuff like SA it is sealed with an asphaltic compound and may get the throat gummy.

^^I'd say stay away from it altogether. I had some Indian stuff that made a mess of a gun. Though it would have bee shit ammo even without the tar. So who knows if it's good for the army............

But 1/2 of the Indian surplus was so bad with crushed necks, bullets that would fall out and a million other things that back in the day they could not give it away. Almost all of the other surplus was very good stuff and just about all of it was sealed with tar. Pull a USGI M80 round and see what ya find. :)

Also the Indian ammo like some of the Israeli surplus that was on the market had bad brass or lack there of. Helps to have the copper and Zinc mix properly and not have strings of copper throughout the "brass". Never had problems shooting tar sealed ammo through a FAL or CETME. SA ammo is some good stuff.

Some surplus is very good ammo. I have shot sub MOA groups with German DAG ammo out of a Tikka T3. South African ammo is just fine. British Radway Green is another good surplus. Just don't expect amazing accuracy with it.

The SA .308 as the 5.56 was some of the best ammo on the market. Cavim & Radway were also good ammo, when they were around.
