What is the minimum barrel length without having to pay the $200 tax or report to ATF? 16" or 18"?

Rifles are 16.
Shotguns are 18.
It is always a good idea to leave an extra 1/4 inch, or so.

That is incorect:

Shotguns must be 18" and no less than 26" overall.
