Here are the first two paragraphs:
State police say they have begun a criminal investigation of a northwestern Louisiana company after finding about 6 million pounds of explosive material stored illegally on the site of a former Army munitions plant.Boxes and small barrels of the M6 artillery propellant were found both outdoors and crammed into unauthorized buildings located at Camp Minden, the former Louisiana Army Ammunitions Plant, said Col. Mike Edmonson, state police superintendent.
Ah ha ha ha ha ha! Sixty seconds till midnight…sixty seconds to nowhere, baby! You have all become victims of the Evil Midnight Bomber what bombs … Hey! Pay attention!
Is M6 an explosive? or is some media idiot trying to exaggerate. Really slow burning I bet.[facepalm]

I wondered the exact same thing. literature seems to refer to it as explosive
ELO 7: Discuss the Propellants.
(INSTRUCTOR NOTE: The minimum information presented to students is caliber, number of increments, type of propellant (single, multi-perforated, or slotted-stick), and any safety restrictions that apply for that particular propellant/weapon combination.)
(Slides #18 (http://www.fas.org/man/dod-101/sys/land/docs/13BART/img018.JPG) & 19) (http://www.fas.org/man/dod-101/sys/land/docs/13BART/img019.JPG) A propellant is a large amount of insensitive but powerful explosive that propels the projectile to the target.
a. (Slide #20) (http://www.fas.org/man/dod-101/sys/land/docs/13BART/img020.JPG) Semi-fixed ammunition propellant is generally issued with seven increments numbered 1 through 7, and connected by a thin acrylic cord. Each increment is a different size because each increment has a different premeasured amount of propellant. Increment 1 and 2 are single perforated and increments 3-7 are multi-perforated. (DISPLAY THE INCREMENTS TO THE STUDENTS).
