My emails come in randomly. Sometimes they are hours late

The mass PM that was sent out yesterday (to 5800 users) has created a backlog in the email notifications of the system. I have bumped up the rate at which it is allowed to send emails, but like the CBI these days, we just have to wait for the backlog queue to get processed.

All emails have caught up. Should be getting them promptly now.
