Wind whistling sound and an intermittent serious squeal. How do I check the turbo?

Pull the intake from the turbo and check the compressor wheel out. You may have a boost leak.

Sounds like a boost leak, but Graves is right, check that turbo wheel. Should feel like almost no resistance to spinning with your finger.

More likly belts,,any power loss? Smoky exhaust?
Unless chipped or injector mods,, turbos can last,,unless leadfooting ;)
Check all pulleys,,had a tensoner pulley do the same thing,,till saw it fly off ,bang the hood, and fly down the road.
Battery light came on immediatly,,amp gauge went 0 no charge.
But go to either Powerstroke.org or PowerstrokeNation.org

Turbos are feed oil to keep them cool and lubricated. This could be the early stages of oil starvation to the turbos for what ever reason. Or perhaps the turbo bearings are wearing causing the oil to get a bit hot. Hard to say at this point.
