moving class 3 between states question

met a guy today that has some stuff in another state in his name. it's locked in a safe at his parents house and they do not have access to them. he asked me what he had to do to get them out here. he moved here last month. does he have to do another form 4, go thru a dealer or is it as simple as a change of address form with the atf?

I believe all he has to do is fill out the change of address form and once the ATF approves it he can move his stuff.

It's called a Form 5320.20 (Application to Transport). Where it asks for "reason for transportation" just put "permanent change of address". This needs to be sent in duplicate (they approve and return one copy to you).
