Just heard it on the radio. Tax in Russia is a flat rate of 13%.

In china, it's more like socio-capistalism. The small folks are being paid by the party to work at foreign owned factories for dirt cheap. At one point, if you are willing to invest a certain amount, the 'party' will provide you the factory and the workers free for the first few months. As bad as the income gap will be, this actually will push the people to demand for democracy. We have seen smaller villages revolted and kicked out the central govt the last few years. It's yet to be seen if it will happen in the larger town other than the minority regions.
