I posted this in the NFA forum as well.

There is a new proposal to change the NFA Rules. Proposals include eliminating CLEO sign off, requiring CLEO of getting a copy of all applications and requiring all persons on a Trust and Corp to submit finger prints and photos.

The text can be found here http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201210&RIN=1140-AA43

Dammit. I need to track down a lawyer who can draw up a trust for me asap. I've done a lot of reading on it, and I no longer "trust" the trust I made with Willmaker to be sufficient. Need to put in for stamps for some upcoming projects.

Broken link?

It worked for me. Shoot me an IM with your e-mail and I'll send a PDF of the proposal.

Sounds shady. More of our 2A being abused. Those libs won't be happy until they've refuted the very Constitution they swore to uphold and defend.

Not quite, he probably thinks all assault weapons are select fire

From what I understand this has been on the discussion table for awhile ("Previously published in the Unified Agenda") - between the ASA / NFATCA and the ATF. Quid pro quo - we will remove the CLEO sign off, but we are make officers have to submit to all the stuff that individuals have to do..

In the end the ASA is happy because the biggest barrier to entry for buying suppressors is now removed -- meaning their members (suppressor manufacturers) are happy.

i second this!
i like the no CLEO sign off being taken out, however the other stuff i am not quit sure yet seems like more of a pain in the ass. but it would allow some with no CLEO signing to buy there items as indivuduals. we shall see

Link and Text of Rule:

LINK (http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201210&RIN=1140-AA43)

Title: Background Checks for Principal Officers of Corporations, Trusts, and Other Legal Entities With Respect to the Making or Transferring of a National Firearms Act Firearm

Abstract: The Department of Justice is proposing to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) regarding the making or transferring of a firearm under the National Firearms Act. The proposed regulations would (1) add a definition for the term "responsible person"; (2) require each responsible person of a corporation, trust or legal entity to complete a specified form, and to submit photographs and fingerprints; (3) require that a copy of all applications to make or transfer a firearm be forwarded to the chief law enforcement officer (CLEO) of the locality in which the maker or transferee is located; and (4) eliminate the requirement for a certification signed by the CLEO.

I'm not thrilled by item #2 and absolutely against item #3. Item #2 would be tolerable, if it was only required once. However, if it was required with every transfer (Form 4) or manufacture (Form 1), I would be wholly against it.

I wonder if there is a place online (.gov) where you can voice your opinion on this rule.
