I just got home and have a lower that I want to turn into an SBR. Is there anyone in the Front Range area that does the engraving required? Or is this something that any gunsmith could do?

Check with the closest engraving shop near you; that's what I did. I think it cost me $25.

I'm not positive, but I do believe that not just anyone can do it. Legally anyway. I think they are supposed to be a class 3 manufacturer as they are helping to "manufacture" a class 3 firearm. The outfit I'm going to use in AZ wants to see the from 1 before they engrave it. Just something to look into.

I would recommend an engraver over a gunsmith -- you need the right tools for the job.

Anyone can do it, but if they do not have an FFL you can't leave it with them (things are a bit hazy in this area, so I'm taking the conservative position). Either find an engraver with an FFL like T&T (http://www.ttengraving.com/) in the 'springs, or find an engraver that will setup an appointment and will do it for you while you wait.

See this thread (http://www.ar-15.co/threads/75119-NFA-Form-1-questions-for-a-first-timer-in-El-Paso-County) for a more complete treatment on how to build an SBR.
