To make matters worst, the gun-control proponent got smart. The language of the bill seems to have also banned "repair kits," which is the loophole used in CA and other states.

i love that idea. We just saw an episode of "How Do They Do It?" that featured one of those.

I don't see that in the bill. But the bill doesn't define "magazine" or "manufacture". Does assembly mean manufacture? I would say no, but I'm not a lawyer. Can I transfer a piece of plastic without a spring, base plate, and follower? I would say yes, because based on their definition of "large-capacity magazine" it has to be able to accept more than 15 rounds. If you just had a hollow piece of plastic or metal the rounds would just fall through it, therefore it cannot accept any ammunition.

I was saying this earlier. Components of a magazine do not when disassembled make anything. Since not one part is serialized like a weapon is, what if I had 15+ magazine components? A spring is a spring, a follower is a piece of plastic and the body is a plastic or metal box. If my magazine components cannot accept ammunition then it is not a magazine. If a weapon without the serialized portion is not a weapon, then how are magazine parts by themselves a magazine?

Under the Definition section, here's the specific language: (2) (a) "LARGE-CAPACITY MAGAZINE" MEANS A FIXED OR DETACHABLE MAGAZINE, BOX, DRUM, FEED STRIP, OR SIMILAR DEVICE CAPABLE OF ACCEPTING, OR THAT CAN BE READILY CONVERTED TO ACCEPT, MORE THAN FIFTEEN ROUNDS OF AMMUNITION OR MORE THAN EIGHT SHOTGUN SHELLS.

From the recent bill passed in NY, this language is also included. I looked at CA's and NJ's definitions of "high-capacity magazines," and they are missing this language. I have no doubt the language is used to target repair kits, but it will depend on how a court reads it.

I guess instead of buying a kit with all the parts, a person can buy multiple kits with different parts and combine them?

I have Solidworks, and room in my reloading room. :-) There are high-strength nylon and even metal 3d printers, the nylon printers can do different materials depending on product.

It's actually legal to "manufacture" your own firearms, but you can't buy or sell...

How funny is it that you can't make magazines over 15 rounds soon, but you can make actual firearms.

I wonder about that, too.

Back in 2004, when it wasn't clear whether the federal ban was going away or not, I had simply figured that if the ban was made permanent, I'd just dump the money into a Shrike upper and a metric load of links.
