MONUMENT, Colo. - The head of Colorado's prison system was shot to death in his Monument home Tuesday night, and authorities say the shooter is still on the loose.
Tom Clements was shot at about 8:30 p.m. when he answered the door at his house in the 17400 block of Colonial Park Drive, according to El Paso County Sheriff's Lt. Jeff Kramer.
Kramer says a family member called 911 to report the shooting. No one else in the home was hurt.
Investigators do not have a description of the shooter, but began searching the area Tuesday night.
"We did have some efforts from our K-9 unit to see if they could locate anything that might be helpful in this investigation, those efforts have been met with negative results," said Kramer.
Authorities were going house to house Wednesday morning trying to find out what neighbors knew about the shooting, Kramer said.
Governor John Hickenlooper announced flags will be at half-staff at all public buildings statewide, until the day after Clements' funeral. Those arrangements are pending.
Hickenlooper released an email at 3:30 a.m. Wednesday that said he “can hardly believe it, let alone write words to describe it.”
Hickenlooper will be holding a press conference at the capitol around 8 a.m., said Colorado Department spokeswoman Alison Morgan.
“We are sad, we are very sad," Morgan said.
Clements was appointed as the Executive Director of the Department of Corrections in 2011.
He is survived by his wife, Lisa Clements, and his two daughters.

There was a rash of shootings in Pueblo West a few years ago. Somebody was shooting at DOC guards houses. Nobody was ever injured, and the shooter was never caught. This is why I need 30 round magazines, to combat the criminal element.

exactly what I was thinking. maybe the surveillance system wouldnt have saved his life if he didnt look to see who it was, but they would have a good description to go off of.

I just looked up the deceaseds name in the El Paso County assessors website and it listed his address. If you are in law enforcement you can contact your local assessors office and they will remove your name from the property records.

I think there's a 50/50 shot that it was actually him who perpetrated the Monument bit, but one way or the other - he had to wind up dead. The only thing I was off on is that I predicted it would happen within a month - they got it done in what, 2 days? You can't have a major bureaucrat shot to death and let it be unsolved. Too many other like-minded individuals watching the news, stroking their chins, going "Hmmmm...."

Whether the guy who shot the deputy was the same one who shot the DOC guy, who knows. But now it's neatly solved and filed away.

Where did you read it's "solved and filed away"? And what's your source for all the information you must have on the inner workings of the investigation? How do you explain the attempted traffic stop in TX that turned into a chase and a shootout with a deputy sheriff seriously injured and a Colorado DOC parolee as the suspect? Did someone kidnap him and transport him to TX?

I heard in the shoot out with the Texas cop the prep fire some 20 rounds. I don't know of a S&W pistol that has mags over 17 rounds. So it sounds like he did a reload driving 100mph. Even with a 10 round mag the results would have been the same.

Lakewood, CO -A 22-year-old Commerce City woman was arrested by agents with the Colorado Bureau of Investigation (CBI) for allegedly illegally transferring the firearm recovered in Texas, and identified by the El Paso County Sheriff's Office as the weapon used in the shooting death of Tom Clements on March 19, 2013.

Working in conjunction with the El Paso County Sheriff's Office, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Englewood Police Department and the Denver Police Department, CBI agents arrested Stevie Marie Vigil of Commerce City in the evening hours of March 27, 2013.

Vigil was arrested on suspicion of an alleged illegal transfer of a firearm in early March, based on information developed during the course of the investigation.

Oftentimes referred to as a ‘straw purchase' investigators believe Vigil purchased the firearm from a licensed firearms dealer in Englewood, and allegedly transferred the weapon to Evan Ebel, a convicted felon who could not legally possess a firearm. The licensed firearms dealer has been extremely cooperative with investigators, and had no knowledge of Vigil's alleged actions following her legal purchase of the gun.

Vigil was taken to the Arapahoe County Jail on March 27. Her bond is set at $25,000.
Vigil faces one count of unlawful purchase of a firearm, a class 4 felony in the State of Colorado. A class 4 felony carries a potential penalty of anywhere between two and 16 years in prison and fines ranging from $500-$2,000.

I'm guessing they ran the S/N of the gun and got in touch with the manufacturer. The manufacturer keeps the records of who it sells it to so then they check in with the gun store/FFL and go through the records until they find the gun and the buyer. Yes/No??

In many ways I'm very glad to see they traced it and get the b$%^&*(cth into cuffs but likewise it's a bit scary how fast they can trace that.

Proving a straw purchase is probably a tough situation with connecting a lot of dots. versus a private sale that just turned bad. Of course this problem what the Ds think there legislation will solve when in the end, it really won't.

This proves a number of points that have been made repeatedly to our representatives. Criminals do not go to gun stores, they do not go to gun shows. They steal guns, buy other stolen guns, or have someone make a straw purchase.

This guy had been caught a few other times illegally possessing a gun, pistol whipped and carjacked a guy while on probation and served hardly any jail time. This guy was a habitual, violent criminal who paid no mind to the laws. Yet we kept him on probation and gave him numerous chances. Now two people are dead. Let's just go enact more laws we wont enforce or properly penalize people with.

The woman arrested will of course have the book thrown at her and she should get the longest sentence possible.

Really a quick glance of a drivers license is all most of us do, and 99% of the time it's ok. I just know that in high profile crimes such as this they want someone to be the face of the crime and will pin any blame they could on anyone they can find.

If this lady did make an intentional straw purchase for the guy then yes I hope she goes down hard, however if she just sold the gun on armslist of something similar I really feel sorry for her.

Exactly. Which is precisely why you and I and other law-abiding citizens should be forced to endure more infringements on our 2A rights. Makes perfect sense to me.

That isn't clear to me what her intentions were.

Let's say this afternoon I stopped by Gander Mtn. saw a new AR-15 on the shelf for $900.00 I thought to my self wow that's a great deal and I bought it. Excited I went straight to the range and fired a few mags through it. I now figured out why it was a $900 AR and why it was available at this time, it was a POS, and I didn't like it. Besides that when I got home my wife chewed my ass for spending money on it. That night I list it on armslist. Evan Ebel contacts me, on the phone he seems like a nice guy, I agree to meet up with him. We meet in a parking lot somewhere, I take a quick peek at his license, ask if he's a felon which he responds no to and I sell him the gun. Technically I have followed the law and should be good to go.

However they could write this same story about me the following week when he kills a high profile state official.
