What does "Smart growth and sustainable development" mean to you?
Sounds like something said when the person has no clear plan or direction.

Costing more and producing less. Like the LEED certified buildings. High winds, extreme variences in heat or cold shut down ventilation, HVAC and other systems that would normally run if they were not LEED certified. The newest addition to a state facility i worked in went down on a daily basis due to "high winds" and any other number of issues weather related.

Someone is so mentally deficient that all he can do is repeat catch phrases to bolster his pursuit of a Green Socialist totalitarian nanny government and hope no one actually asks him any questions.
It also means, high rises instead of ranches. They don't like urban sprawl. Look to the Rocky Mountain elk foundation for more detail. They hate my dream property since ill never be wealthy enough to afford the size of ranch they consider beneficial.
