So I vote NO.
I wonder what temps you'd be dealing with to get the photons to attract and behave as a particle with mass. You'd likely be dealing with something near absolute zero in a vacuum, or maybe tens of thousands of degrees under heavy pressures like 10 atmospheres or more.
