BILL A3186-2013: Prohibits the purchase of more than 1 firearm during any period of 30 days
BILL S805-2013: Provides for the registration of firearms by the owner thereof at the county clerks office of the county where the owner resides, except in New York City
BILL A3908A-2013: Requires owners of firearms to obtain liability insurance

There is a good one in there, turned in guns at buybacks must be checked against stolen lists and attempted to return before destruction. That one is doomed.
